First time...I just plugged my frig to the Johnson control, set the temp at 55 which I believe is the typical standard temp for aging cheese, but my basement is at 53...does the control make the temp go up?

No. It will only control whatever is plugged into it. You would have to program it for heat mode and then plug a heater into it.
