Title: Added "Mod" to forum software to warn members to NOT POST IN CAPS (Shouting)

Added modification software to forum to Warn Members that posting in ALL CAPS is against the forum rules as it is considered SHOUTING!

We don't have any members that do this yet, but one day we probably will :-\.
