I see 2 probable possibilities ,  1 st. Flora Danica is not working as well as it should and you should double or triple the amount used or the ph meter is not working .

To test your flora Danica  add 1/4 tsp to a cup of milk and put it in a mason jar with a lid and put it in the oven near the light about 6 inches away if possible and let it sit over night .  If the curd has not completely gelled there is an issue .  The ph should be 4.5 or lower

The way to test the meter is to have both ph 7 and 4 solutions and check how accurately it comes to the correct number when you go back and forth between the 2 solutions a few times .
