Are there ways of making eyes in cheese other than with the addition of propionic bacteria? Would the addition of S. cerevisiae (yeast) have a similar effect?

P shermani it not just about eyes. It also produces propionic acid - Swiss flavor. Yeast would be a horrible idea.
