Goat Dairy and Cheesmaking starting in Palomas, Chihuahua, MX

We are in the planning stages of a goat dairy and cheesmaking facility in the drug-war ravaged town of Palomas, on the New Mexican border with Palomas, Chihuahua. MX.
Planning to incorporate the dairy with a program for local people to be able to become self-sufficient, and are looking at combining the dairy with a woman's shelter, in a town rife with domestic violence.
Any advice or kindly help will be appreciated.

That's so great! I want to try and do something very similar but in 10 years and down in Chiapas where we have missionary friends.

Not sure where to start in terms of suggestions. How far along are you in the planning? Where are you getting the goat genetics from? TX?
